Office Of The National Coordinator

The Ghana Boundary Commission is headed by a National Coordinator. The Office of the National Coordinator oversees the overall management and performance of the Commission by providing strategic leadership and managerial direction towards the realisation of the Commission’s mandate. The Policy, Plans and Programmes (PPP) Department, the Legal Unit, and the Internal Audit Unit are situated within the Office of the National Coordinator.


  • Policy, Plans and Programmes Department

The Policy, Plans and Programmes (PPP) Department of the Ghana Boundary Commission is responsible for coordinating and overseeing the development, management and implementation of plans, policies and programmes of the Commission. The Department is also responsible for building and maintaining strategic relationships with stakeholders and partners; assessing and evaluating the impact of the Commission’s work; and enhancing strategic communication of the Commission’s work for the purposes of creating visibility and sustaining credibility. A Technical Advisor has been attached to the department responsible for advising the National Coordinator on quality assurance, financial and technical management of Development Partners of the Commission. The PPP Department is headed by a Director.


 
 
  • Legal Unit

The Legal Unit is responsible for providing legal and technical support for the effective management of land, maritime and administrative matters of the Commission.


  •  Internal Audit Unit

The Unit exist to advise management and the National Coordinator on the effectiveness of risk management control and governance processes designed to add value to the Commission. The unit has the responsibility to provide reliable assurance and consulting services to the National Coordinator as to the effectiveness of the internal control system in place, to mitigate risk and promote the control culture of the Commission.


Boundary Operations Department

The Boundary Operations Department is headed by a Director of the rank of Colonel who on behalf of the Commission liaises with relevant stakeholders including state security agencies, local and traditional authorities to ensure the security of Ghana’s boundaries to safeguard the territorial sovereignty of the state. The Boundary Operations Department is responsible for undertaking programmes, projects and activities towards demarcating/delimiting the international land, maritime and air boundaries of Ghana. The department also conducts regular operational and technical assessments of the International Boundary Lines, supervising and inspecting pillar densification, and pillar identification along the international borders. As part of efforts to safeguard the country’s sovereignty, the department also monitors trans-border interactions while developing department early warning mechanisms for intervening and resolving international boundary disagreements. The Department, in collaboration with the Ghana Navy, the Department also conducts maritime boundary inspections along Ghana’s eastern and western maritime frontiers. Other collaborative efforts exist with the Ghana Army for security escorts and other logistic support during field operations; the Ghana Air Force for air transport and air surveillance; the Ghana Immigration Service for enhancing cross-border movement and support during field operations; and the National Intelligence Bureau for intelligence gathering.


Survey And Delimitation Department

The Survey and Delimitation Department is responsible for the technical and operational work of land boundary surveying and mapping, maritime boundary delimitation and boundary data activities of the Commission. The Survey and Delimitation department is responsible for the task of developing a database and inventory for all boundary pillars and coordinates, and ensuring proper documentation of Ghana’s border lines in accordance with international law. The department is also tasked with the responsibility of employing the use of various treaties, previous contracts and maritime boundary judgements to delimit the boundary line offshore; collaboratively with the Ghana Navy. The Department is headed by a Director.


Research Department

The Research Department is responsible for overseeing and coordinating all research activities of the Commission including research analysis, development of policy briefs and reports, threat assessments, and field evidence-based reports to inform decision making. The department conducts searches for legacy documents and maps to support the boundary operations, survey and delimitation activities of the Commission. The Department also collaborates with other research institutions to produce relevant research products and host stakeholder engagements on research findings and analysis for effective governance on boundary related issues. The Department is headed by a Director.


Administration Department

The Administration department provides support services to the Commission and leads in the effective performance of the other departments and units. Under the leadership of a Director, the Administration Department is also responsible for the Human Resource Management, Knowledge Management, Procurement of external and internal resources, Performance Management and proper functioning of the Commission’s systems and personnel.


Finance Unit

The Finance unit is responsible for keeping the accounts and financial transactions and financial management system of the Commission according to acceptable national and international standards. The Finance Unit is headed by a Finance Officer.
